Wastewater Service
EMWD provides wastewater services to approximately 268,000 customers within its service area and currently treats approximately 49 million gallons per day of wastewater at its four active regional water reclamation facilities through 1,813 miles of sewer pipelines.
EMWD treats wastewater to reuse for beneficial purposes. Every gallon of water that can be reused means that one more gallon can remain underground; or one more gallon doesn’t need to be imported from Northern California or from the Colorado River.

Wastewater (Sewer) Blocks and Rates
EMWD is continuing to transition to a uniform, blended sewer rate, and plans to have all areas using the same rates by 2030. Sewer rates are calculated using a baseline Daily Service Charge, the number of people living in the house, and a Sewer System Capital Projects Charge. Residential customers on water budgets are assigned to one of four sewer blocks, determined by the number of people per household. Larger households have a higher block factor because they generally have higher sewer flows (more laundry and dishes, take more showers, etc.) and are charged a larger portion of the sewer rate.
Wastewater Source Control Program
EMWD’s wastewater Source Control Program is a pollution control program federally mandated under the Clean Water Act to regulate the discharges of industrial and commercial facilities to the sanitary sewer system. The goals of the program are to:
