EMWD’s Compensation Policy is to set pay levels at the middle of the labor market with a pay for performance program for top performers.

Board Member Compensation and Benefits

Board Directors receive a per diem compensation of $245 up to a maximum of 10 meetings per month as well as other benefits.

All public records of EMWD are available for review by the public in accordance with the California Public Records Act, Section 6250 and following of the Government Code.

Major Construction Projects

Capital improvement projects are designed to enhance the water distribution and treatment systems that provide safe and reliable water to EMWD customers as well as sewer collection systems that safely collect and treat all wastewater in the District’s service area. Capital improvement projects are financed by developer fees, grants, and municipal bonds.

SB 998 Compliance

In 2023, EMWD shut off 6,024 accounts due to non-payment.

Note: Due to the coronavirus pandemic and shut off moratorium issued by Governor Newsom, EMWD paused disconnections for non-payment beginning April 2020. EMWD resumed non-payment disconnections on March 21, 2022, despite the moratorium ending officially on December 31, 2021.

EMWD Hazard Mitigation Plan

The EMWD Hazard Mitigation Plan is a living document that reflects ongoing hazard mitigation activities.  Hazard mitigation involves strategies to reduce short and long-term vulnerability to identified hazards.  This document serves as the framework for the ongoing identification and implementation of hazard mitigation strategies developed for the EMWD Service Area.  

EMWD adopted its previous Hazard Mitigation Plan in 2017.  This document serves as an update to that Plan.
