Construction Bid Opportunities

The District will be publishing new construction bid opportunities via the District Procurement Portal, Bonfire. Please access the District Procurement Portal at https://emwd.bonfirehub.com/  Interested contractors intending to bid on future opportunities must register as a Vendor with the District Procurement Portal (or already be registered).

To receive email notifications of EMWD construction bid opportunities, contractors are recommended to configure their Global Vendor Record settings. Vendors are recommended to select the following Commodity Codes and should check the box “Notify me of any opportunities that match my commodity codes.”

Public Works Contractor Registration Notice
No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.

Bidders (and their subcontractors listed on the Designation of Subcontractors List) must provide an extract (PDF) with bid showing active registration.  To obtain an extract go to https://efiling.dir.ca.gov/PWCR/

Planholder Registration Form

EMWD makes every effort to make all aspects of the contracting process as easy and reliable as possible to provide the most current and accurate information available. The contract documents, which include instructions to bidders, plans and specifications, are available electronically only.

If obtaining plans and specifications from our website, interested bidders are strongly encouraged to complete the Planholder Registration Form below to receive email notification of addenda and letters of clarification issued on a project. On occasion, addenda may be issued modifying the contract documents or postponing the bid date. Bidders should periodically verify if any addenda has been issued and posted on our website or contact EMWD directly as specified in the Notice Inviting Bid for each project.

Bidders are fully responsible for obtaining the latest and most current information.

Note: By submitting a bid, a bidder certifies that any addenda and/or letters of clarification issued to the specifications, whether acknowledged or not in the bid documents, shall be made a part of the contract. Further, bidder agrees to perform all labor and services and furnish all materials, tools and appliances necessary for completing the work called out in the addenda or letter of clarification.
