Note: The estimated amounts of all applicable Financial Participation Charges and other EMWD charges paid by Sponsor shall be subject to adjustment to reflect the then per unit amount applicable at the time the involved portion(s)/unit(s) have been completed and service is requested, all as determined by EMWD. Sponsor agrees to pay the full adjusted amount of such EMWD charges prior to EMWD’s acceptance of the facilities and provision of service to the involved unit(s). For further clarification, the word completed shall be determined by EMWD and mean: 1. Those water and/or sewer facilities which have been accepted and placed into service by EMWD; and 2. Water Connection Fees
Water Connection Fees consist of:
- Meter Fee
Paid to EMWD for 2″ meters or smaller. Meters larger than 2” are supplied by the developer contractor as per EMWD’s Approved Materials List.
- Water Financial Participation Charge/EMS
Charged per Equivalent Meter Size (EMS) Factor.
- Recycled Water Supply Development Fee/EMS
Charged per Equivalent Meter Size (EMS) Factor. For Apartment/Condo, Institutional, Commercial or Industrial projects, the water supply development fee will be based on the number of calculated Sewer EDUs. In the unlikely event that a commercial project is “water only,” the water supply development fee will be based on the number of EMS’.
Meters are assigned an EMS Factor, which is determined by the maximum continuous flow provided; with 1 EMS being equivalent to 15 gallons per minute (GPM). To calculate these charges, meter sizes to meet your flow requirements must be determined based on your project needs. Once the meter size is known, the EMS Factor is multiplied by the current in-effect rate to calculate the associated Water Financial Participation Charge.

Sewer Connection Fees
Sewer Connection Fees consist of :

For Apartment/Condo, Institutional, Commercial or Industrial projects, the water supply development fee will be based on the number of calculated Sewer EDUs. In the unlikely event that a commercial project is “water only,” the Water Supply Development Fee will be based on the number of EMS’.

When acquiring new sewer service, Sewer Connection Fees are charged per EDU. EMWD utilizes EDU factors based on tenant types and associated units to calculate the Sewer Financial Participation Charge(s) (Sewer Connection Fees). Therefore, to calculate these charges the occupancy tenant type and total unit quantities need to be determined.
The formula below is used to calculate the total EDUs that will be subject to per EDU Sewer Financial Participation Charges:
[Total Project Base Unit] ÷/X [Base Unit] X [Tenant Type Factor] X [Tenant Type Discount] = Total EDU’s
Samples
Tenant Type of “Service Shops/Stations/Stores/Wholesale Outlets”
The total square footage is required to calculate the EDU’s since the base unit description referenced is 1000 square feet.
The following is a sample calculation for a 25,000 square-foot store:
[25,000] ÷ [1000] X [.40] X [1] = 10 EDU’s
Tenant Type of “Restaurant-Full Service”
The total number of seats is required to calculate the EDU’s since the base unit description referenced is Seat.
The following is a sample calculation for a Full-Service Restaurant with 65 seats:
[65] X [1] X [.09] X [1] = 5.85 EDU’s
Other Charges
Water Supply Development Fee
For Apartment/Condo, Institutional, Commercial or Industrial projects, the water supply development fee will be based on the number of calculated EDUs. In the unlikely event that a commercial project is “water only”, the water supply development fee will be based on the number of EMSs.
Estimated Costs
The District will make any connection to our existing domestic water facilities necessary to serve your project (i.e., Hot Tap into water line). This work will be done at your expense and based on an estimated deposit, which is subject to additional charges, or refund based on actual cost after the job has been completed. Additional inspection deposits will be applicable for any additional connections coming off of the Hot Tap.
Inspection Charges
Sewer laterals are to be installed on existing sewer lines by contractors with a minimum license requirement of C-34 and will require EMWD Inspection therefore Inspection charges are applicable.
Frontage Charges
Non-reimbursable obligation as determined by the District as per Board Resolution No. 229, where a District water pipeline exists for which the District has a reimbursement obligation, Applicant shall pay applicable frontage fees on the property frontage.
Annexation Deposit
Applicable when annexation is a requirement for service.
Waste Discharge Application and Rough Plumbing Inspection Charges
Applicable when the project is subject to Waste Discharge requirements.
