Plans
Climate Action Plan
EMWD’s 2022 Climate Action Plan provides detailed information on EMWD’s efforts to reduce Greenhouse Gas Emissions in support of statewide targets.
Sewer System Management Plan (SSMP)
The State Water Resources Control Board (SWRCB)adopted the Statewide General Waste Discharge Requirement for Sanitary Sewer Systems (WDR SSS) on May 2, 2006 that required the development and implementation of a Sewer System Management Plan (SSMP). The purpose of the SSMP is to document EMWD’s program to properly operate and maintain its sanitary sewer system. The SSMP also identifies the chain of communication for reporting overflows, from receipt of a complaint or other information, including the person responsible for reporting sanitary sewer overflows to the SWRCB, Riverside County Health Departments and the California Emergency Management Agency (CalEMA).
For further information or questions about EMWD SSMP, please contact Anthony Budicin at 951.928.3777, ext. 6252.

EMWD’s 2020 Urban Water Management Plan (UWMP) is an update to the 2015 UWMP and was prepared in response to Water Code Sections 10610 through 10656 of the Urban Water Management Planning Act. Included in the plan is detailed information about EMWD’s water demand, supply and reliability for the next 25 years.

Studies
Quail Valley Sewer Subarea 4 Sewerage Feasibility Study
In 2022, EMWD hired Engineering Resources of Southern California, Inc. (ERSC) to prepare a feasibility study to present preliminary design options for a formal sewer collection and conveyance system for Subarea 4, and the preliminary design of the sewer backbone extension in Goetz Road. This study is a continuation of a series of preceding reports and projects. The original report, “Quail Valley Sewer Improvements Alternatives Study”, October 2005, divided Quail Valley into nine (9) subareas for ease of analysis. Due to cost and other constraint factors, it was determined that any 2005 Study recommendations required phased implementation.

Draft Quail Valley Sewer Improvement Alternatives Study
In 2005, EMWD hired PBS&J to prepare a study to identify and evaluate the collection system within Quail Valley. The objective of the study is to find a feasible solution to the problem of septic system pollution in that area.
