Los Alamos Hills Water Facilities Project Fact Sheet
Project Description: This project is located in Murrieta near Los Alamos and Mary Place. The project scope has been updated as of 01/18/2023 to include 36 residences that rely solely on privately owned wells for their water supply. The City of Murrieta secured $3 million in American Rescue Plan Act (ARPA) funding and is working in partnership with EMWD to support the construction of water infrastructure for annexed residents in the Los Alamos Hills community. The project includes installation of approximately 6,720 linear feet of 8-inch diameter pipeline, 4,040 linear feet of 12-inch diameter pipeline, and related auxiliary work.
Project Location: The proposed project would be a looped water system and would serve approximately 36 properties within the community that fronts Los Alamos Road, Celia Road, Mary Place, and Mason Road.
September 9, 2024
EMWD's contractor, SEMA Inc. has completed all mainline pipe installation for the project. Remaining work includes appurtenant installation, tie-ins at Via Santee and Ruth Ellen, testing/disinfection and asphalt repair. Residents can start onsite work for connections.

July 1 - August 9, 2024: Los Alamos Road Closure
Due to conditions in the field and to prevent disruption to school traffic in August, SEMA Inc. will be coordinating a FULL CLOSURE from Via Santee to Ruth Ellen Way along Los Alamos Road.
This closure will be in place until August 9, 2024. Please proceed with caution in the detour areas. Traffic will be detoured to Whitewood Road. The work between Ruth Ellen Way and Mason Avenue along Los Alamos Road will continue and will be limited to one lane and flagged.

March 22, 2024 – Pipeline Excavation
On March 21, 2024, EMWD’s construction consultant, SEMA Construction, Inc., distributed door hangers to residents on Celia Road for the upcoming pipeline excavation activities. This work will begin on March 27, 2024. Utility potholing continues throughout the area.
February 15, 2024 – Construction Commencement
EMWD’s Board of Directors awarded the Los Alamos Hills Water Facilities Project to SEMA Construction, Inc. In the coming weeks (weather permitting), SEMA will begin utility potholing, surveying and pre-construction video in anticipation of breaking ground. December 8, 2023 Update
On December 6, 2023, EMWD’s Board of Director’s approved and authorized an award contract with SEMA Construction, Inc. and Converse Consultants for the construction of the project. More details to follow.
November 17, 2023 Update
EMWD has received construction bids for the Los Alamos Hills Water Facilities Project. These bids are being reviewed and will go to our Board of Directors Meeting on December 6, 2023, for approval.
July 11, 2023 Metropolitan Water District (MWD) Annexation Board Approval
On July 11, 2023, MWD adopted a resolution to approve the 114th fringe area annexation to EMWD/MWD for the Los Alamos Hills Community.
