What We Do

Quail Valley Sewer Improvement Project

Located off of Goetz Road in the Quail Valley Community of Menifee

Project Status: Goetz Road backbone sewer line and Subarea 4 sewer system are in design – not yet ready for construction.

The Quail Valley Septic to Sewer project is a multi-phased effort to construct sewer and abandon septic tanks in two areas (Subareas 9 and 4) of the Quail Valley community of the City of Menifee.

Subareas 9 and 4 are currently under a On-Site Septic Tank – Subsurface Disposal System (Septic System) prohibition and therefore the focus of the project.

Goetz Road and Subarea 4

EMWD is currently in the process of designing a sewer system that will serve Subarea 4 of the Quail Valley community (see maps above and below). The project will be funded via grant funding from state and federal partners.

Community Updates

July 2023:

EMWD will host two community meetings to discuss the project. The meetings are an opportunity for property owners to sign the Right of Entry agreements they received in the mail and ask EMWD staff questions. The community meetings will be held at Quail Valley Elementary School located at 23757 Canyon Heights Drive, Menifee, CA 92587. Dates and times are below:

June 2023:

In May 2023, the Board of Directors of Eastern Municipal Water District (EMWD) awarded a contract to Michael Baker International (MBI) to design a sewer collection system in the Subarea 4 area of Quail Valley.

The process to design sewer in Subarea 4 is expected to take approximately two years. During that time, EMWD and MBI will be in the community collecting data to better understand how best to construct a sewer collection system.

During design, EMWD and MBI teams will be working with property owners in Subarea 4 to obtain singed and return Right of Entry agreements. If you are a property owner in Subarea 4, whose property has a septic tank onsite, and have not received a Right of Entry document, please contact Amanda Fine at 951.928.3777 ext. 4206 or by email at finea@emwd.org

January 2023:

In December of 2022, the President signed the nearly $1.7 trillion FY 2023 Omnibus Appropriations package (H.R. 2617). This package included funding for the Quail Valley Septic to Sewer Project advanced by Rep. Ken Calvert. Representative Calvert secured $2.5 million for this critical project. Total funding for the next phase of sewer in Quail Valley is listed below:

  • $200,000 – Santa Ana Watershed Project Authority (design)
  • $500,000 – State Water Resources Control Board (design)
  • $2.5 million – 2022 United States Environmental Protection Agency’s (USEPA) State and Tribal Assistance Grants (STAG) Program (construction)
  • $2.5 million – 2023 United States Environmental Protection Agency’s (USEPA) State and Tribal Assistance Grants (STAG) Program (construction)

Previous Phases:

Subarea 9, Phase I (complete)

In July 2019, EMWD completed Subarea 9, Phase I of the Quail Valley Sewer Project. The project included a main sewer line that runs from Goetz Road to portions of Vista Way, Casa Bonita Avenue, Platino Drive, Datil Drive and La Cresta Way. In total, 159 existing homes and 75 vacant properties will be connected to the new sewer line. The project is set to reach substantial completion by the summer of 2019.
