How to File Opposition to Rate Adjustments

The Board of Directors of Eastern Municipal Water District (EMWD) will conduct a public hearing to consider adjustments to the water, sewer, and recycled water rates.  Any customers or property owners may appear at the hearing to make comments regarding the proposed adjustments.  

To file an opposition, property owners and tenants of real property who are directly liable to pay water and/or sewer and/or recycled water bills may submit a written protest against the proposed water rate adjustments, the proposed sewer rate adjustments, the proposed recycled water rate adjustments, or a combination of the three.  

Written protests may be mailed to: Eastern Municipal Water District Attention: 2026-2027 Proposed Rates, PO Box 8300, Perris, CA 92572-8300.  Protests may also be submitted at the public comment portion of the public hearing.  Protests must include: your name, parcel number and/or service address, your signature, and a statement specifying whether you are protesting the water rate adjustment, the sewer rate adjustment, the recycled water adjustment or a combination of the three.  

All written objections must be submitted before the public comment portion of the public hearing as stated above and a failure to timely object in writing bars any right to challenge that fee or assessment through a legal proceeding. Challenges to Board adopted rates are subject to a 120-day statute of limitations.
