Recycled Water Rate Study

Eastern Municipal Water District’s (EMWD) Recycled Water Program provides an important service to agricultural and irrigation customers and is an integral component of EMWD’s total water supply portfolio. 

The use of recycled water benefits EMWD’s water supply portfolio by decreasing pressure on our local groundwater basins. Recycled water also plays an important role in achieving EMWD’s goal of developing a drought-proof and sustainable water supply for customers. EMWD’s recycled water system currently receives and treats more than 45 million gallons of wastewater each day at its four operating regional water reclamation treatment facilities. The treated water is then distributed throughout the service area, through more than 200 miles of pipeline.

EMWD recently completed a Recycled Water Rate Study to evaluate the costs and benefits of EMWD’s Recycled Water Program and align rates to directly reflect those costs and benefits. On April 20, 2022, the EMWD Board of Directors approved and adopted the rate methodology presented in the study and set a public hearing to adopt the proposed 2023 Recycled Water Rates.

The Proposed Recycled Water Rate Includes:  

  • No rate increases for agriculture rates for calendar years 2023 
  • Proposed 3 percent increase for other recycled water rate classes 
    • This is a reduction from the 5.8 percent increase previously approved for 2023
