Perris North Groundwater Program
The program is a long-term solution to improve groundwater quality in the Perris North Groundwater Basin, located in the Moreno Valley area. The program will not only address groundwater contamination, but it will also continue to provide a safe and reliable water supply for surrounding communities.
EMWD received a grant from the State Water Resources Control Board to fund approximately half of the project costs for its Perris North Groundwater Program. That grant is funded by the voter approved Proposition 1 Water Bond of 2014.

Wells 65 and 66
Located near Ironwood Avenue and Heacock Street in Moreno Valley.
Project Description: This project consists of drilling two groundwater wells along Ironwood Avenue between Heacock Street and Nita Drive.
Project Update (as of September 20, 2023):
- Well drilling has been successfully completed at Well 65 and Well 66. 24-hour drilling was required to ensure the structural integrity of the well.
- Construction for the structure, piping, and motors needed to operate the wells is set to begin in Spring 2024. That activity will be limited to daytime work.

Well 206 and 207 – Perris North Groundwater Treatment Facility
Located near Perris Boulevard and Bay Avenue in Moreno Valley.
Project Description: This project consists of two groundwater wells and a centralized treatment facility, to clean the groundwater from four different well sites using a Granulated Activated Carbon treatment process.
Project Update (as of September 20, 2023):
- Crews continue to work throughout the perimeter of the site, primarily on the block wall activities.
- Construction for the facility including the structure, piping, and motors needed to operate the wells is set to begin in Winter 2023. That activity will be limited to daytime work.
- Working hours are set at 7:00 a.m. to 4:00 p.m. with anticipated completion of the block wall by the end of November 2023.
- Please note: As a reminder, this site is owned by EMWD; therefore, contractors may be using the site for staging purposes as they complete other EMWD projects.

Well 208 – Santiago Drive
Located on Santiago Drive, at the City of Moreno Valley Corporate Yard.
Project Description: This project consists of a groundwater well along Santiago Drive in the City of Moreno Valley’s Corporate Yard.
Project Update (as of September 20, 2023):
- Well drilling has been successfully completed at Well 208. 24-hour drilling was required to ensure the structural integrity of the well.
- Construction for the structure, piping, and motors needed to operate the wells is set to begin in Spring 2024. That activity will be limited to daytime work.
- Please note: The community may see intermittent activity happening at this site prior to the construction of the structure; including the possible construction of a driveway to the Well 208 site off of Santiago Drive.

Well 209 – Victoriano
Located on Los Cabos Drive in the City of Moreno Valley.
Project Description: This project consists of a groundwater well along Los Cabos Drive in the City of Moreno Valley.
Project Update (as of September 20, 2023):
- Well drilling has been successfully completed at Well 209. 24-hour drilling was required to ensure the structural integrity of the well.
- Construction has resumed at the site.
- Construction will be broken up into two phases. Both phases will be limited to daytime work.
- Phase I: Restoration of park landscaping surrounding well site – estimated to be completed by the end of December 2023

Well 209 (Victoriano) – Phase I Project Site
- The community can expect traffic control measures, including no parking along Los Cabos Drive in front and near the site, from Monday to Friday, 7:00 a.m. to 4:30 p.m.
- Phase II: Construction of the structure, piping, and motors needed to operate the wells – timeline TBD.
- Construction will be broken up into two phases. Both phases will be limited to daytime work.
- Please note: EMWD is working closely with the City of Moreno Valley and Victoriano Elementary to ensure minimal community impacts and that the site is restored as quickly as possible.

Perris North Pipeline Project
Project Description: This project consists of approximately 32,000 linear feet of pipeline that will connect the wells as part of the Perris North Groundwater Program to the Perris North Groundwater Treatment Facility on Perris Boulevard. These pipelines would be located primarily within roadway right of ways.
Project Locations:
- Phase 1: East on Sweet Grass Drive, South on Flaming Arrow Drive, and East for a portion of Bay Avenue
- Phase 2: Bay Avenue (east of Flaming Arrow Drive) to Kitching Street, south on Kitching Street to Iris Avenue, Iris Avenue east to Los Cabos Drive, then Gentian Avenue to Patricia Street, south on Patricia Street to Santiago Drive, and Santiago Drive west to the Well 208 site.
- Phase 3: Primarily along Perris Boulevard
Project Update (as of September 20, 2023):
- Phase 1: Completed in Fall 2021
- Phase 2:
- Bay Avenue: Pipeline installation has been completed on Bay Avenue.
- Base paving has also been completed on Bay Ave. with final paving occurring at a later date.
- Crews will continue working on housekeeping items intermittently throughout the duration of the project.
- Crews will also have to come back at a later date to connect the newly installed pipeline to existing pipe in early-2024.
- Kitching Street: Crews have installed pipe up until Alessandro Boulevard and continue moving south. One northbound lane will be closed between the hours of 7:00am-4:30pm; access to schools and side-streets will remain accessible.
- Over the next three weeks, crews can expect work along Kitching Street from Alessandro Boulevard to Windjammer Drive.
- The community can expect:
- No water service interruption
- Residential and school access to remain open at all times. Accommodated access will be available during construction hours.
- Anticipate temporary noise, dust, and vibrations from construction work.
- Traffic control in place during working hours of 7:00 a.m. to 4:30 p.m.
- Traffic control plans are reviewed and approved by the City of Moreno Valley.
- Traffic control may include delays, detours, temporary side-street closures, lane closures, temporary no-street parking, and access to sidewalks and bike lanes may be temporarily unavailable.
- After each workday, crews will be leaving streets in a drivable state with final paving set to occur at the conclusion of the Project, after all pipeline is installed.
- Please be on the lookout and use caution for crew members traveling the area with large machinery as they make their way to and from the project area.
- Bay Avenue: Pipeline installation has been completed on Bay Avenue.
- Phase 3: Under final design

Monitoring Wells
Project Description: This project consists of a series of smaller diameter wells used to monitor groundwater quality and supply.
Project Update (as of September 20, 2023):
- Locations have been finalized. Construction of monitoring wells will be done in phases and set to begin in 2024.
