AB 2109 Reports and CDIAC Reports (AB 1666 Compliance)
Approved on July 25, 2016, Assembly Bill 1666 adds a section to the California Government Code requiring local agencies to post a copy of its Annual California Debt and Investment Advisory Commission (CDIAC) Reports and AB 2109 Parcel Tax Reports on its website for any CFD formed after January 1, 1992.
AB 2109 Reports
Annual Reports for each of the Community Facilities Districts formed and levying a parcel tax within EMWD. These statistical reports provide the type and rate of parcel tax imposed, number of parcels within the CFD, sunset date of the parcel tax, amount of annual revenue received from the parcel tax and the manner in which the revenue received from the parcel tax is being used.

CDIAC Reports
These Yearly Fiscal Status Reports are for all bond obligations within EMWD Community Facilities Districts. Not all CFDs have bonds issued, therefore not all CFDs will have a CDIAC Yearly Fiscal Status Report. The reports are broken out for 1) local obligors, or individual CFDs; and 2) Authority reports which are for pooled bond issuances that have been used to refund the local bonds. The Authority Bonds serve as actual obligations of the District and the local bonds are owned by the Authority and used to levy parcel tax to repay debt service on the Authority bonds. These status reports provide all details on bond issuances that were sold to finance infrastructure within Community Facilities Districts including the original principal amount of the bonds, debt service paid within the year, and associated administrative costs.
