Starting in April 2026, Eastern Municipal Water District (EMWD) will begin work on the Covey Transmission Pipeline Project in northern Moreno Valley. This project will enhance water supply reliability, increase fire flow capacity, and provide a higher level of service to residents and businesses in the region.

EMWD’s contractor will be installing a new 18-inch water pipeline on Fran Lou Drive, Los Olivos Drive, and Jaclyn Avenue. This work will be performed during daytime hours and is anticipated to be completed in late 2026. Residents should anticipate noise, minor vibrations, and dust during construction.

During working hours (weekdays from 7 a.m. until 4:30 p.m.), detours will be in place but access to homes will be maintained for residents.

EMWD asks that you please use extra caution when driving in the area. Following the installation of the pipeline on each street, the contractor will install temporary asphalt. Final paving will be done at the completion of the project.
