Sewer Financial Participation Charges (FPCs)

The Sewer Financial Participation Charges consist of a Sewer Financial Participation Charge and a Sewer Treatment Plant Capacity Charge which are collected to provide a source of funds to finance facilities as necessary to meet the additional service requirements necessitated by community growth and to distribute the costs fairly among those who created the need for additional facilities.

The Sewer Financial Participation Charge is allocated to assist in financing of any future collection and disposal facilities and the Sewer Treatment Plant Capacity Charge is allocated to assist in the financing of any future sewer treatment plant facilities.

The Sewer FPCs are calculated by Equivalent Dwelling Units (EDUs) multiplied by the current FPC amount/EDU. An EDU factor of 1 is based on a single family home generating 235 gallons/day of domestic wastewater. The following factors have been determined by the District based on Tenant Types:

• Commercial/Industrial Tenants
• Institutional
• Residential Lots
• Residential Subdivision

Note: EMWD estimates EDU factors for businesses depending on the type of business and the average amount of wastewater produced by that type of business. EMWD’s goal is to estimate sewage flow within 15% of the true flow. As per EMWD Board Resolution 3075, on request from applicant, EMWD can closely track your sewage flow for a year. At the end of the year EMWD will adjust your paid sewer connection charges and refund the difference if you used less than our estimate. If you used more, EMWD will expect additional payment.

Calculating Total Sewer FPC

The calculation for total Sewer FPC due is as follows:

• Step 1:
  (TOTAL BASE UNIT ÷ BASE UNIT) X EDU FACTOR = TOTAL EDU’s TO BE ASSESSED

• Step 2:
  TOTAL EDUs X CURRENT SFPC AMOUNT X TENANT DISCOUNT= TOTAL SEWER CONNECTION CHARGES DUE
