As this water agency looks toward the future, the Board of Directors and executive staff of Eastern Municipal Water District are proud, confident and ready for the future.
We're proud of how well we serve the people of our region. Originally funded with $75 from the San Jacinto River Conservation District, our assets now exceed $1.4 billion. Where 20,000 people were eager to augment their water resources in 1950, we now can point to about 630,000 in our service area, and are preparing for twice that number by 2020.
Executive Office includes a board-appointed General Manager, Anthony J. Pack. He oversees Deputy General Manager, P. Ravishanker and four Assistant General Managers: Charles Bachmann, Engineering; Bruce B. Mortazavi, Resource Development; Michael Luker, Operations and Maintenance; and Chuck Rathbone, Chief Financial Officer. The General Manager also oversees Legislative Affairs. The Deputy General Manager is directly accountable for Human Resources and Risk Management, Information Systems, and Community Involvement.
Operations and Maintenance includes most employees, encompasses Water and Wastewater Operations, Water Reclamation, Maintenance Services, and Contracts & Purchasing.
Engineering provides Facilities Planning and Engineering, Engineering Services, Field Engineering, New Business Development, and Project Management and Engineering Systems.
Resource Development acts in a research & development capacity to augment local resources. Responsibilities include investigations into traditional and alternative groundwater management programs, including desalination, seasonal storage and recycled water. The goal is to protect and develop local supplies, which will reduce future dependence on imported water to 65%. This branch also oversees Conservation as well as Environmental and Regulatory Compliance.
Finance includes Financial and cash management, Accounting, Treasury, Customer Service, and Meter Reading services.
