Paying Your Bill

Statements for service are due and payable upon receipt and become delinquent 15 days after the billing date. If you are unable to pay this bill, please call EMWD to discuss payment arrangements.


Delinquent Bills

Delinquent accounts are subject to a delinquency charge. When assessed, payment must include the total amount due on the account, including the delinquency charge and any current charges. Delinquent bills and partial payments should be made at the District office, or at any authorized payment agency.


Disputed Bills

Should you question this bill, please request an explanation and/or re-reading of your meter by calling one of the telephone numbers for billing assistance shown below within 10 days of the billing date.

Meter Reading Policy

The next time the meter is scheduled to be read for billing purposes, we will make every attempt to read on the Read Date. However, due to emergencies, the District reserves the right to modify the Read Date if necessary.


Billing Terms

Here is an explanation of terms used in your water bill.

Water Commodity
The charge for water actually used. Charges vary depending on the area of water delivery, the source of water supply, and the energy it takes to deliver it to the property.

Water Service
The charge for customer services such as reading and maintaining meters, processing bills, posting payments and repairing water mains. Daily service charges are applied to open accounts whether water is used or not. Charges vary with the size of the meter, the number of units served, and the location within the District.

Meter Rental
A per day rental fee charged to temporary hydrant meter accounts in lieu of a daily service charge.  

Usage
1 unit = 100 cubic feet (748 gallons)(for meters that register in cu. ft.)
1 unit = 1,000 gallons (for meters that register in gallons)
In the case of agricultural accounts, billing may be in acre feet.

Sewer Service
The charge for the cost of collecting, transporting, treating, and disposing of sewage and for maintenance of treatment plants and sewer facilities.

Other Sewer
Assessed to accounts within the cities of Hemet or Perris where the sewer lines used to collect sewage to be transported to an EMWD plant belong to those cities.

Refuse Disposal
Refuse Disposal Service is billed for the cities of Hemet, Perris, and San Jacinto. Questions or disputes about your refuse charge should be directed to the City indicated on the front of your bill: City of Hemet: 765-2352, City of San Jacinto: 654-7337, City of Perris: 943-4610.  

SRRE Fee
SRRE Fee or source reduction and recycling element is billed for the City of Perris to recover the costs of preparing, adopting, and implementing a solid waste management program. If you have a question or dispute about this charge, please call the City of Perris: 943-4610.

Utility Tax
City of Moreno Valley: 413-3080  


Other Charges

The following charges are based on District rules and regulations:

  • Delinquency Charge
    Assessed on bills that become delinquent. (per res. 2963)

  • Returned Check Charge
    Assessed on all checks returned by the bank unpaid. When a check is returned by the bank unpaid, water service may be discontinued without further notice. (per res. 2963)

  • Security Deposit
    May be assessed on accounts that become delinquent. When assessed, security deposits are not refundable until the account is closed.
